With the first pick in the fourth round of the 2019 NFL Draft, the Arizona Cardinals selected wide receiver Hakeem Butler from Iowa. The Cincinnati Bengals traded with the San Francisco 49ers and drafted quarterback Ryan Finley from North Carolina State as a potential long-term challenger to Andy Dalton. Late in the round, the New England Patriots added quarterback Jarrett Stidham from Auburn who has been touted by both Lewis Riddick and Cynthia Frelund. With the last pick in the fourth round, the Philadelphia Eagles drafted Shareef Miller, an edge player from Penn State.
